Drupal drives digital transformation of the Japanese Govermment as the unified government website

On 1st September 2021, the Digital Agency of the Japanese Government was launched to drive the government’s digital transformation. One of the Agency's many goals is to unify government websites. As is the case in many other governments, the Government of Japan has a large number of websites, creating various problems for both visitors and editors/administrators. To unite these websites, Drupal was chosen as the solution.

Another notable point of this ambitious project is adoption of lean/agile methodology, which is quite unusual for the Japanese government. As part of the verification experiment,a headless Drupal website was built for the Digital Agency, as headless is one of the technologies that will be used in the unified government site.

There are many ways to unify the sites:

  • Unification at the design system level
  • Unification of back-end systems through distribution
  • Unification of content types and metadata
  • Complete unification, including centralised management of content and taxonomy

To unify the government’s websites, we are preparing to build a system with a unique architecture that involves Drupal instances, drawing on the case of other governments - in particular gov.uk by the Government Digital Service in the UK.

In this session Mori Sugimoto and Satoshi Kino explain about the design and architecture, and the lessons learned from implementing an open and agile approach to a government project, which is often inseparable from various organisational complexities.
