Drupal 10 Minimum PHP Requirement Raised to PHP 8.0.0

Drupal 10's minimum PHP version requirement is raised to PHP 8.0.0. It will not be possible to run Drupal 10 on PHP 7 or earlier. However, a possibility exists that if a dependency requires PHP 8.1 before Drupal 10's release, the PHP requirement will be raised again to PHP 8.1. This is for the Drupal Core project migration to D10 coming up sometime in 2022, June, or thereafter.

This requirement can impact Drupal Site builders, administrators, editors, module developers, themers, and distribution developers. Please take note!
