1xINTERNET Selected for Digital Iceland Tender 3.0 Full-Stack Team
1xINTERNET has been named one of twelve software companies selected under Digital Iceland’s third framework tender for software development, joining the initiative as part of the full-stack team category.
This third edition of Digital Iceland’s tender attracted strong national interest, with 23 companies submitting bids for full-stack teams and 14 for web teams. In the end, 20 teams across 12 companies were selected through a highly competitive, multi-phase evaluation.
Unlike traditional tenders focused on specific contracts, Tender 3.0 is a framework agreement—a pre-qualification model where expert teams are approved to participate in ongoing and future digital transformation projects within Iceland’s public sector. Teams were selected based on a weighted evaluation: 35% for project presentations, 25% for price, 25% for team competence, and 15% for project data quality.
1xINTERNET’s selection followed rigorous review by an eight-member evaluation committee comprising public and private sector representatives. Due to the volume of submissions, full-stack team presentations were conducted over two days.
The selected teams will now contribute to a range of user-focused, accessible digital services under Digital Iceland’s direction. Examples include streamlining tax return services and supporting the development of official public portals like Alþingi’s website on Ísland.is.

The framework officially takes effect in June 2025, enabling Digital Iceland to rapidly mobilize expert talent from its selected pool of teams for critical public service projects.
