US Government Publishing Office Seeks Azure Hosting and Drupal Support for FDLP Platforms

Federal officials at the U.S. Government Publishing Office are seeking a contractor to host, maintain, and provide technical support for FDLP.gov and FDLP eXchange. Solicitation 040ADV-26-R-0041 covers two Drupal 10 applications currently running on Red Hat Linux in Microsoft Azure. An amendment issued on 31 August 2026 makes Microsoft Azure the required hosting platform and states that AWS or other alternative commercial cloud platforms will not satisfy the requirement. Offers are due on 10 September 2026 at 14:00 EDT.

The procurement combines infrastructure and Drupal application responsibilities under one contract. Its service lines cover content management hosting, system and application maintenance, application support, and project management, with the latter capped at 80 hours per month. The base period runs for 12 months and is followed by four one-year option periods.

The hosting environment must meet the solicitation's federal security requirements, including FedRAMP requirements, while the contractor is expected to provide 24-hour system security monitoring and emergency support. The scope also includes routine system and CMS updates, backups, disaster recovery, troubleshooting, and continued application maintenance. The solicitation specifies a 99.999% system-availability target and requires key personnel with Drupal hosting and support experience.

FDLP.gov provides information and services for the Federal Depository Library Program, while FDLP eXchange supports the redistribution of Government publications among participating depository libraries. Earlier GPO performance reporting documented FDLP.gov's migration from Joomla to Drupal and records the launch of FDLP eXchange in June 2018 as an automated system for publication exchange and communication among libraries.

The procurement concerns continued operation of existing Drupal applications rather than selection of a new content management system. GPO is using a firm-fixed-price, best-value acquisition in which technical and management approach, key personnel, and past performance are evaluated alongside price, with technical factors carrying greater weight. For Drupal service providers, the solicitation provides a current example of the infrastructure, security, maintenance, and application-support requirements attached to a multi-year federal Drupal contract.
