After extending an existing website support contract by six months, the US Department of Defence's Defence Human Resources Activity (DHRA) has opened market research for continued development, maintenance, and cloud hosting of two civilian personnel websites. Published on 20 October 2026, the sources-sought notice H9821027SS0001 covers dcpas.osd.mil and dodciviliancareers.com. The accompanying draft requirements explicitly include Drupal core and module maintenance.

The websites support the Defence Civilian Personnel Advisory Service (DCPAS), which provides human resources guidance and career information for the department's civilian workforce. The notice seeks information about potential suppliers' capabilities before the government determines its procurement approach. It is a market-research exercise rather than a formal invitation for priced bids, and no new contract has been awarded.

The draft performance work statement outlines continued technical support for both websites, including Drupal core and contributed module updates, custom module development when required, and maintenance of integrations and APIs. The scope also covers content updates, event landing pages, website monitoring, backups and restoration. Hosting must remain within an established FedRAMP-approved cloud environment, while the contractor must maintain Section 508 accessibility compliance and provide twice-yearly compliance reports.

Contractor responsibilities extend beyond routine website updates. The draft requires monthly project status reporting, retrievable website analytics and a "Book of Knowledge" documenting sustainment activities for a potential transition. Code developed under the contract, including updates, must remain the property of the Department of Defense. These requirements establish documentation and handover obligations without indicating that a replacement contractor has already been selected.

Earlier procurement records identify Eminent IT LLC as the incumbent contractor under agreement H9821021C0009, awarded in September 2021. The Personnel Readiness Management Agency published a sole-source justification on 9 September 2026 for a six-month extension of that agreement, valued at $460,851.12. The justification cited delays in funding availability and the incumbent's familiarity with the existing website architecture and personnel requirements. The extension was intended to maintain services while a follow-on procurement proceeded.

The September extension and October sources-sought notice concern the same broad website support functions, but represent different procurement actions. The $460,851.12 figure applies to the six-month extension and is not an announced budget for a successor contract. The new market research also addresses the capacity of potential suppliers to assume operational responsibilities, including technical handover and service continuity.

The procurement documents demonstrate an ongoing requirement for Drupal development and maintenance within federal civilian personnel services. They do not establish a new adoption of Drupal, an intended migration to another platform or a final decision to replace the existing contractor. The future acquisition strategy and contract value have not been announced.

Responses to the sources-sought notice are due by 3 November 2026. Interested suppliers are expected to provide information about their capabilities rather than submit formal contract bids at this stage. Any subsequent solicitation or contract award would constitute a separate procurement development.
