Georgia Launches Public Dashboard to Grade State Agency Websites

Georgia has launched a public scoring system for state agency websites, aiming to improve quality, accessibility, and search engine optimization across government digital services. The Georgia Analytics Program, or GAP, managed by the Georgia Technology Authority, assigns each site a letter grade from A to C based on real-time performance data.

Chief Digital and AI Officer Nikhil Deshpande said the system has created a healthy sense of competition, with agencies more motivated to take ownership of their digital presence. Speaking at the NASCIO Midyear Conference in Philadelphia, Nikhil noted that while the program isn’t designed to shame agencies, “it helps” by making performance visible and actionable.

Each site’s score reflects how design decisions affect user experience. For example, uploading an inaccessible PDF can immediately lower an agency’s digital accessibility rating. As of the latest update, the State Health Benefit Plan leads with a score of 93.

The GAP dashboard also tracks web traffic. The Georgia Department of Driver Services ranks as the most visited site, yet it only accounts for 3.24 percent of total state web traffic highlighting the broad distribution of citizen engagement across agencies.

In addition to scoring, Nikhil emphasized the importance of building data-informed user personas to better tailor services. During the development of the new georgia.gov site, his team traveled 400 miles across the state to hear directly from residents. He also urged agencies to limit data collection to what is necessary, calling the gathering of sensitive or irrelevant information “not worth it.”
