Drupal CMS Strategy 2.0 Prioritises Agencies and Professional Developers
Updated Drupal CMS product strategy version 2.0 places faster success for agencies and professional developers at the centre of the project’s adoption plans. Pamela Barone announced the revised direction in a Drupal.org blog post published on 6 July 2026. The document replaces the original Drupal Starshot strategy from August 2024 and extends its target timeline from June 2027 to June 2028.
The strategy clarifies the distinction between builders and end users. Agencies and professional developers are now identified as the primary audience for installing, configuring, and delivering Drupal CMS, while marketers, content creators, and web managers remain the intended users of the finished sites. The change does not replace the product’s focus on content teams, but states more directly that Drupal CMS must first help professional builders reach production faster.
The update also treats AI as infrastructure rather than a standalone feature, names integrated hosting providers as distribution channels, and positions Drupal CMS as a destination for projects that outgrow rapid prototyping platforms. Its mid-market focus remains unchanged, including projects with budgets between $30,000 and $120,000 USD, alongside Drupal’s existing enterprise position and its emphasis on open source, digital sovereignty, and avoiding vendor lock-in.
