Digital Commons EDIC Adopts 2026–2027 Open-Source Strategy
Members of the Digital Commons European Digital Infrastructure Consortium (DC-EDIC) adopted a 2026–2027 implementation strategy on 16 October 2026 to coordinate open-source software deployment and maintenance across participating European countries. The consortium announced the decision on 27 October.
The adopted strategy sets out three priorities: Connect, Deploy and Maintain. Its first cycle specifies eight expected results: seven operating products or services and a Future Domains Roadmap. The planned outputs include a community network, an expertise and referral service, cross-border collaboration projects, dependency assessments and a maintenance funding pilot. The Assembly will review the results at the end of 2027 to decide which activities should continue, change or expand.
For software deployment, the consortium will initially focus on document collaboration and messaging across organisations. Its project documentation identifies France's LaSuite, Germany's openDesk and the Netherlands' MijnBureau as existing open-source workspace suites. Targeted 100-Day Challenges are intended to improve interoperability between these tools and produce reusable components and deployment methods that public administrations can adopt across borders.
The strategy also provides a framework for the EU Sovereign Tech Fund pilot, which the consortium had outlined earlier in 2026. Germany's Sovereign Tech Agency will operate the pilot within the EDCOM programme, leading technical assessment, work-package development, contracting and delivery support. The 2026–2027 plan calls for a bounded cohort of critical open-source dependencies to be selected and contracted, with initial evidence informing an end-of-2027 review of whether the approach should expand. Funded maintenance work may continue into 2028.
Beyond deployment and maintenance, the strategy calls for shared procurement guidance, migration support and access to technical expertise. The Assembly also approved Poland's accession as a full Member State, effective 1 January 2027, welcomed Croatia and Norway as observers, and appointed an 11-member Advisory Board to advise on adoption challenges, sustainable support models and shared investment priorities.
The strategy could have implications for open-source platforms used by European public institutions, including Drupal, particularly in procurement, interoperability and long-term maintenance. However, the published decisions do not identify Drupal as a selected project, consortium participant or funding recipient. Any direct impact on the Drupal ecosystem will depend on subsequent implementation and project-selection decisions.
